Job Title: Director of People Services

Reporting To: Chief Operating Officer

Responsible for:

  • Management of Head of Health & Safety (Grade G), Head of Workforce Planning (Grade G), Head of Business Partnerships (Grade G).
  • Leadership of the People Services department comprising around 20 staff and covers strategic workforce planning, recruitment, health & safety, occupational health services and health & safety.

PURPOSE OF THE POST:

To lead the provision of a highly professional HR service to City of London Police overseeing strategic workforce plans, development of relevant policies and associated procedures and, labour relations. To oversee the shared Occupational Health service for City of London Policeprovided by the City of London Corporation.

To lead, manage and motivate the staff within People Services, ensuring the provision of a timely, efficient and cost effective service that supports delivery of Policing Plan priorities.

To promote and embed a culture of cross team working to develop and implement excellent policies and services across the organisation.

MAIN DUTIES AND RESPONSIBILITIES:

  1. Provide strategic leadership of the People Services function by developing and implementing human resources strategies to complement and support force priorities both locally and nationally.
  2. Build organisational capability through workforce design and planning, performance development and talent and succession management in order to meet current and future workforce requirements (including establishment targets) and achieve the strategic aim of a more representative workforce at all levels.
  3. Influence and engage chief officers and stakeholders in order that the People Services function is valued, understood and respected within and outside of the organisation
  4. Advise chief officers and senior leaders on human resource issues and national policing sector strategic workforce developments, contributing to corporate decision-making .
  5. Keep up-to-date with employment law and national police policy developments on HR issues and ensure policies and procedures reflect legal requirements and current national policies.
  6. Represent City of London Police regionally and nationally within the wider police service and other agencies, influencing the direction of policing through this involvement.
  7. Ensure People Services contributes positively to force change including leading workforce change elements of projects or programmes and by the continuing development of the function.
  8. Oversee development of employment policies for police officers and support staff, in consultation with the federation, superintendents association, trade unions, staff associations and the City of London Corporation
  9. Responsible for HR budgetary control, advising each HR discipline on management of delegated budgets. Including advising and recommending on HR contracts.
  10. Representing People Services at Police Authority Board (and committees) and relevant force-led strategic governance.
  11. To keep up-to-date with employment law and national Police policy developments on HR issues and to ensure that the Force’s policies and procedures reflect legal requirements and current national policies
  12. Lead and motivate the People Services team to provide high quality support to operational directorates and the wider corporate services directorate ensuring appropriate continuous professional development and well-being of staff
  13. Act as the professional lead for HR for City of London Police, developing and disseminating good practice, building capabilities, and ensuring a coherent and coordinated approach to People Services.
  14. Act as a member of the senior leadership team, working with the chief operating officer and senior colleagues, to lead and develop the wider corporate services directorate and deliver continuous improvement plans
  15. To oversee and manage the Shared Occupational Health Service provided by the City of London Corporation ensuring key targets, budgets and objectives are met.
  16. To ensure that the force complies with its legal Health and Safety
  17. To sustain and develop HR information systems to enable effective monitoring of workforce status and the operation of HR policies to be properly managed and monitored.
  18. To carry out any other responsibilities as may be required from time to time, commensurate with the grading of the post.

Mandatory duties

  • Actively seek to implement the City of London’s and City of London Police Occupational Health and Safety Policy in relation to the duties of the post, and at all times give due regard to the health and safety of both themselves and others when carrying out their duties.
