Main purpose of this post
To lead and direct a strategic hub providing advice and policy development to the chief officer team to inform the overall direction for City of London Police ensuring it is adapting to an ever-changing environment. To develop and maintain key strategic relationships that support delivery of organisational and operational priorities and future strategic planning. To provide leadership and direction of enabling capabilities including strategic development, strategic stakeholder management, organisational planning, corporate governance and assurance, risk management, strategic performance, service improvement, and executive support.
Key Accountabilities
Strategy and planning
- Lead and deliver, in collaboration with internal and external stakeholders, the overarching strategic framework for City of London Police including production of the policing plan and enabling strategies
- Lead and direct City of London Police’s annual business planning process and production of its force management statement ensuring it is data informed and progress against delivery of priorities is monitored
- Lead and deliver, in collaboration with the data hub, a corporate framework for monitoring and reporting performance against strategic outcomes
- Lead and deliver, in collaboration with the data hub, strategic performance insights that inform corporate decision making on future demand management, capability development and opportunities for service improvement
- Keep abreast of national policing, political and government-led priorities and initiatives relevant to City of London Police to anticipate future issues, risks and opportunities, and use this to inform the development of strategy and policy across the organisation
- Lead on the production of the annual report, bi-monthly Home Secretary updates, and other material highlighting delivery against policing plan priorities to key stakeholders
- Lead on the production of briefings and policy advice on issues of national, regional or local importance including responses to consultations and legislative changes
- Take forward agreed local and national policy agendas working in partnership with the police authority and other partners to deliver the best possible outcomes for the public and ensure City of London Police’s voice influences the development of the wider law enforcement policy agenda (national, regional, local) including in respect of its NPCC responsibilities
- Oversee the organisational stakeholder management framework and adopt a lead role in developing and maintaining relationships with key stakeholders that support delivery of policing plan priorities
Corporate assurance and service improvement
- Oversee preparation for and management of HMICFRS inspections, and implementation of recommendations and areas of improvement. Oversee implementation of improvement plans linked to learning from other reports, inspections and audits. Ensure processes are in place to monitor, assure and report on progress
- Keep abreast of emerging and good practice to identify opportunities to improve policing services, creating a culture of proactive continuous service improvement and evidence based practice
- Take executive responsibility for cross-cutting strategic projects across the organisation to develop and implement organisational change and service improvements
- Lead and oversee management of corporate risk, ensuring all parts of the organisation are managing risk effectively, and it is monitored and reported regularly
- Lead and develop the corporate governance framework to provide assurance and consistency of governance standards and corporate decision making
- Oversee the effective operation of executive support to the chief officer team
Leadership
- Lead and motivate the Strategy, Planning & Service Improvement team to provide high quality support to operational directorates and the wider corporate services directorate ensuring appropriate continuous professional development and well-being of staff
- Act as the professional lead for strategy and planning for the organisation, developing and disseminating good practice, building capabilities, and ensuring a coherent and coordinated approach to strategic development, stakeholder management and business planning across all directorates
- Act as a member of the senior leadership team, working with the chief operating officer and senior colleagues, to lead and develop the wider corporate services directorate and deliver continuous improvement plans
- Work across the wider senior leadership team to ensure there is constructive challenge and support to operational directorates on the development and delivery of key strategic programmes and service improvements
- Represent chief officers at high level meetings with the Home Office, Her Majesty’s Inspector of Constabulary Fire and Rescue Services, National Police Chiefs’ Council, National Crime Agency and other bodies as and when appropriate
Other
- Oversee departmental financial and workforce planning and management of the budget.
- Undertake any other duties that may reasonably be requested appropriate to the grade of the post.
