Selection Process
Elizabeth Hambley, a Civil Service Commissioner, will chair the process. The Civil Service Commission has two primary functions:
- Providing assurance that selection for appointment to the Civil Service is on merit on the basis of fair and open competition. For the most senior posts in the Civil Service, the Commission discharges its responsibilities directly by overseeing the recruitment process and by a Commissioner chairing the selection panel.
- Hearing and determining appeals made by civil servants under the Civil Service Code which sets out the Civil Service values – Impartiality, Objectivity, Integrity and Honesty – and forms part of the relationship between civil servants and their employer.
More detailed information can be found on the Civil Service Commission website.
In addition to Elizabeth Hambley, the other panel members will be:
- John Larkinson, Chief Executive
- Anne Heal, Non-Executive Director
- Vinita Hill, Former ORR Director of Corporate Operations
Longlist and Shortlist
The panel will assess the evidence provided in your application against the essential criteria listed in the Person Specification.
If you are successful, you will be invited to attend a preliminary interview with our consultants Miles Advisor prior to the final shortlisting stage.
The timeline later in this pack indicates the date by which decisions are expected to be made, and all longlisted and shortlisted candidates will be advised of the outcome as soon as possible thereafter.
Assessment
If you are shortlisted, you will be asked to take part in a series of assessments which could include psychometric tests. These assessments will not result in a pass or fail decision. Rather, they are designed to support the panel’s decision making and highlight areas for the panel to explore further at interview.
You will also have the opportunity to speak to John Larkinson, prior to the final interview to learn more about the role and the organisation. Please note this is not part of the formal assessment process.
You will be asked to attend a panel interview in person in order to have a more in-depth discussion and you will be assessed against the essential requirements set out in the person specification.
Full details of the assessment process will be made available to shortlisted candidates.
Offer
Regardless of the outcome, we will notify all candidates as soon as possible after the final interview.
Equal opportunities monitoring
The ORR are committed to providing equal opportunities for all, irrespective of race, age, disability, gender, marital status, religion, sexual orientation and transgender.
As part of the application process, we ask candidates to complete equal opportunities monitoring information. This will help us to monitor selection decisions to assess whether equality of opportunity is being achieved and identify where we can improve in this area. The information on the form will be treated as confidential and used for statistical purposes only. The form will not be treated as part of your application.
Guaranteed Interview Scheme
The ORR is a committed Disability Confident employer and as such, operates a Guaranteed Interview Scheme (GIS) for candidates with a disability. We are committed to interviewing all applicants with a disability who provide evidence of meeting the minimum requirements necessary for the post, as set out in this applicant pack.
To be eligible, your disability must be within the definition laid down in the Equality Act 2010. For the purposes of this policy, these words have the following meanings:
- ‘substantial’ means more than minor or trivial.
- ‘long-term’ means that the effect of the impairment has lasted, or is likely to last, 12 months (there are special rules covering recurring or fluctuating conditions)
- ‘normal day-to-day activities’ include everyday things like eating, washing, walking and going shopping.
