Under the Greater London Authority Act 1999, as amended, the Mayor is required to have regard to the desirability of ensuring Members between them have experience of transport (including in particular the impact of transport on business and the environment), finance and commerce, national and local government, the management of organisations, organisation of trade unions or matters relating to workers generally.
Members also need to represent the interests of women, those who require accessible transport and at least two Members must be able to represent the interests of those from outside Greater London who use railway passenger services operated by TfL.
The Mayor appointed a new Board in September 2024, in line with the statutory requirements and recommendations from independent reviews of the Board’s effectiveness. We are now seeking new Board Members who have specific experience in the following areas:
- Safety and Security, which may include experience in industries or organisations with large operational workforces, or those engaged in the delivery or oversight of major infrastructure or property programmes and projects in a regulated industry; and/or
- audit and risk and assurance, which will include experience of audit and assurance committees in a public sector environment and may include experience of first, second and third line assurance and internal and external audit arrangements for public sector bodies.
In addition, experience in the management of organisations through colleague engagement and reward including experience of remuneration committees, which may include experience in a public sector and/or regulated industry, would also be welcome.
The ideal candidates will:
- be able to operate in a high profile, publicly accountable environment and will have already proved themselves at the highest level.
- have strong leadership skills and be able to command the respect of their peers, across all tiers of government and across all sectors.
- be able to demonstrate an understanding and awareness of the political context and dynamics in which the Board and TfL operates in.
- provide a stewardship role to help shape the business, help guide strategy and support performance setting targets within the statutory context the Board and TfL operates in.
- be able to actively engage in decision making and to provide effective and robust challenge in a supportive way.
- provide analysis of reports submitted to the Board that will aid decision making process.
In addition, Board Members, depending on their knowledge, skills and experience, sit on specific Committees (Finance; Programmes and Investment; Audit and Assurance; Land and Property; and People and Remuneration) and Panels (Safety and Security and Customer, Sustainability and Operations), undertake public engagements and give advice to the Mayor, Commissioner and their team. Board Members attend meetings of the Board (six a year) and are ppointed to three Committees/Panels (based on experience) which each meet four times a year).
TfL is a local authority for the purposes of, and is therefore subject to, the rules concerning political restriction. These rules are contained in Local Government and Housing Act 1989 (LGHA) and regulations made under the LGHA, and are applied to TfL by section 68 of the Greater London Authority Act 1999. If you hold a politically restricted position within a local authority (as defined in the legislation) the relevant rules mean that you cannot become a member of TfL. You will be asked to confirm that you do not hold a politically restricted position when applying.
