How the holder of this role might describe their job:

I am a member of the Executive Management Team contributing to the vision and corporate strategy, providing strategic direction and strong visible, inclusive leadership to the whole of LLDC, recognising its place within the wider collaborative GLA Family. I deliver against the long-term real estate development strategy for Queen Elizabeth Olympic Park, ensuring development programme objectives are met in highly sustainable and high-quality developments.

In this job, my primary accountabilities are:

  • Provide strategic leadership, oversight and coordination of all development activity across the Estate ensuring the highest quality standards of design and inclusivity are incorporated into all developments and discharged effectively in day-to-day activities and through development partners.
  • Ensure that planned development meets delivery timescales with effective deployment of resources to drive the required financial returns to LLDC’s Long Term Plan.
  • To ensure adequate and appropriate resource and support to joint venture companies and contractual development agreements to ensure the timely and efficient delivery of the LLDC programme of development.
  • Ensure delivery against LLDC Housing Delivery Plan maximising sustainable outcomes and commercial opportunities and ensuring all planning obligations and conditions are appropriately discharged.
  • Support the Chief Executive in reporting to the Mayor of London’s office, the London Assembly and the GLA in matters relating to development.
  • Support and maintain a culture of continuous improvement and operational excellence, contributing to corporate priority themes and the organisation’s overall delivery aims, acting as an ambassador for the Queen Elizabeth Olympic Park.
  • Take reasonable care for the health and safety of myself and others and take responsibility for ensuring all activities carried out promote the value of a diverse workforce and do not discriminate against sections of the community covered by equality legislation.
  • Maintain an up-to-date knowledge of technical competency areas and take a proactive approach to self-development and performance improvement as well as to collaborative activity across the GLA group.

Collaboration and DEI responsibilities:

  • To promote and ensure collaborative working relationships across the GLA group.
  • Ensure that LLDC continues to develop and implement plans to improve its diversity and take forward its DEI strategy working with its board, EMT and staff teams.
  • To uphold organisational policies and principles on the promotion of DEI, ensuring a golden thread through all strategies, plans and programmes.
  • Contribute to creating an inclusive working environment where diversity is valued, everyone can contribute, and everyday actions ensure we meet our duty to uphold and promote equality and equity.
  • To support the development, mobilisation and propagation of LLDC’s DEI objectives.
  • Model through actions, a culture of fair recruitment and career development for all staff, taking active measures to enable this, and proactively challenge and address any barriers to an anti-racist and inclusive approach.

Finance and Governance

  • Ensure the directorate uses all available resources in the most efficient and effective way that represents excellent value for money, managing directorate budgets and ensuring services are continuously improved to see if they can be delivered in a more cost effective and streamlined way.
  • Responsible for delivering development capital receipts assumed in LLDC’s Long Term Model and ensuring that all related expenditure is maintained within the constraints of the model and LLDC’s borrowing limit.
  • Strong financial planning and management skills, including the ability to identify business efficiencies, ensuring that processes are optimised, risks mitigated, revenue maximized so that LLDC achieves value for money across its operations.
  • Ability to use data and financial information to inform and assist effective performance management and decision-making.
  • Ensure thorough but accessible financial analysis and recommendations on strategic decisions to the Board, Chief Executive an Executive Management Team.
  • Ensure the appropriate management and use of public funds to deliver value for money.

Stakeholder and Relationship Management

  • Be an ambassador for the LLDC, engaging effectively with key stakeholders including investors, developers, public sector agencies and Government.
  • Build and maintain strong relationships with key stakeholders, including local authorities, developers, investors, community groups, and other partners.
  • Represent LLDC in negotiations and discussions with stakeholders to secure support and resources for development projects.

Leadership and Management

  • Provide strong and effective leadership by inspiring others with clear strategic vision and direction, supporting the delivery of high-quality services that continuously improve organization outcomes and staff experiences.
  • Support effective communication between the board/EMT and staff as a visible and inclusive leader, promoting engagement and an open culture.
  • Respect and promote the values of LLDC in all activities and take an active leadership role in the promotion of inclusion in the delivery of services and the development of the workforce.
  • Ensure clear lines of accountability and responsibilities and effective management of all direct reports, role modelling a positive and inclusive culture.
  • Model compassionate and inclusive leadership, as part of the EMT, ensuring alignment around corporate priorities and work as part of a team, in a collegiate manner.
