Director of Procurement Delivery

This is a newly created leadership role at the centre of how South East Consortium delivers high-quality, compliant and reliable procurement for its members.
The Director of Procurement Delivery is accountable for converting pipeline into delivery, ensuring projects are mobilised effectively, delivered to a consistently high standard and generate strong commercial outcomes. The role leads end-to-end procurement delivery, including project mobilisation, client delivery relationships, governance and performance. It works closely with Strategic Partnerships to ensure opportunities are well defined and transitioned effectively into delivery.
As a member of the Leadership Team, this role plays a critical part in strengthening organisational delivery. At its core, this role provides dedicated leadership focus on building greater consistency and raising delivery standards — strengthening governance and embedding a level of quality our members can rely on every time. It also creates the space for wider leadership to focus on strategic direction, partnerships and future growth.
The Director will lead the teams responsible for mobilising and delivering procurement projects through SEC’s frameworks, ensuring work is well-governed, efficiently delivered and aligned to client needs. The role holds senior ownership of client relationships during delivery, building trust through reliable execution, clear communication and strong performance.
Acting as SEC’s senior procurement lead in practice, the Director will bring strong, applied expertise in public procurement, ensuring delivery is compliant, commercially sound and aligned to best practice. This is a leadership role requiring both strategic clarity and a strong grip on delivery: setting direction, building a high-performing team and embedding a culture where accountability, quality and continuous improvement are the standard.
Through this role, the Director of Procurement Delivery will play a defining part in how SEC delivers for its members — strengthening trust, improving performance and reinforcing our position as a credible and reliable procurement partner.
While this role leads procurement delivery, it works in close partnership with the Director of Strategic Partnerships, who leads on pipeline development, member engagement and opportunity shaping. Together, these roles ensure a clear and effective end-to-end model from opportunity through to delivery.
Responsibilities
The Director of Procurement Delivery will:
Pipeline Conversion and Mobilisation
- Own the conversion of qualified opportunities into live procurement projects, driving a consistent and sustainable flow of income
- Partner with Strategic Partnerships to shape opportunities that are deliverable, well-defined and ready for seamless transition into delivery
- Lead the mobilisation of new projects, establishing clear delivery plans, governance and assurance from day one
End-to-End Procurement Delivery
- Own end-to-end delivery of procurement projects across SEC’s frameworks, including call-offs, mini competitions and bespoke procurements
- Drive consistently high standards of delivery, ensuring projects are compliant, efficient and aligned to agreed time, cost and performance outcomes
- Embed consistency, discipline and excellence in delivery approaches across all projects
Client Relationships During Delivery
- Act as the senior client lead throughout delivery, building trust through credibility, transparency and consistent execution
- Own the end-to-end client experience during delivery, maintaining confidence and resolving issues with pace and clarity
- Strengthen long-term client relationships through high-quality delivery and trusted partnership to drive new and repeat business opportunities
Commercial Performance and Accountability
- Own financial performance across the directorate, driving revenue delivery, margin optimisation and cost control
- Embed clear performance management across all projects, with robust metrics, reporting and accountability
- Drive commercial discipline across delivery, ensuring projects contribute to sustainable organisational performance
Governance, Risk and Compliance
- Lead governance, risk and assurance across all live procurement activity, ensuring strong oversight and control
- Ensure full compliance with public procurement legislation, framework requirements and audit standards
- Act as SEC’s senior procurement authority in delivery, setting and upholding best practice across all activity
- Build and lead a high-performing team, creating a culture of ownership, accountability and continuous improvement
Through this role, the Director of Procurement Delivery will play a critical part in strengthening how SEC delivers for its members — ensuring procurement is consistent, high-quality, commercially robust and trusted. The role will define and embed delivery excellence, reinforcing SEC’s position as a reliable and credible partner across the sector.
